BHUBANESWAR: On July 1, 2021, Chief Minister Naveen Patnaik stressed the need for community participation in development planning for regional growth. Addressing an induction program of 56 senior economic investigators from the Planning and Convergence Department, the chief minister said that results-oriented and evidence-based planning leading to the achievement of goals sustainable development (SDGs) and better human development indices (HDI) is the need of the hour. “This will ensure growth in justice and equity,” he said.

Stating that systematic development planning requires the participation of the community and elected officials who have better knowledge of local needs and resources, he said such an approach would help to address distortions in planning at the local level and lead to balanced regional growth. The chief minister said that proper planning, supported by proper data analysis and better implementation, is a prerequisite for the success of the development process.

In his speech, the Minister of Planning and Convergence Padmanav Behera described the role of the department in the decentralization of planning and monitoring of development projects. Chief Secretary SC Mohapatra said the department has a crucial role to play in planning for sustainable development. “The department closely monitors programs aimed at achieving development goals,” he added.

Development Commissioner PK Jena said the newly inducted officers will undergo a three-month training course on various aspects of planning at the local level. The investigators will be involved in the collection, compilation, review and analysis of data relating to local development projects. They will also provide support to district planning and monitoring units and assist in the preparation of a comprehensive district plan and the monitoring of local development programs.
